Absolutely not. The police must have reasonable suspicion that you are involved in some type of criminal activity to just even detain you. Searching is another step beyond that, so the police cannot even stop you in order to search you without some type of reasonable suspicion. Can't just be a hunch that you're up to something, has to be a reasonable suspicion.
